With the 9th Circuit ruling in Peruta, Guam, Hawaii, and the Northern Mariana Islands can no longer sustain heavy restrictions on the ownership and carry of handguns.   Guam has already reformed its law.  Hawaii has a ruling against it and is waiting to see what  happens with the Peruta decision.   Now the Northern Mariana Islands have had a lawsuit filed against them to repeal the total ban on the ownership and carry of handguns.   It is hard to see how such a ban can stand, given the decisions in Heller, McDonald, and Peruta.   The lawsuit has been filed by...

Quebec Premier Philippe Couillard took advantage of a public appearance with Prime Minister Stephen Harper to repeat his wish for the province to sign the Constitution. Couillard said he wants Quebec to sign on by 2017, the 150th anniversary of Confederation. The U.S. District Court for the Middle District of Louisiana has struck down the City of Baton Rouge's ban (pdf) on the possession of firearms or other weapons in places that sell alcohol, and their parking lots.   The lawsuit was filed under Section 1983.   The court granted default judgment to the plaintiff.   A  permanent injunction was ordered against enforcement of the ordinance, which was passed in 2012.   A hearing to determine the amount of damages will be held on October 23, 2014.
