<p>The anti-SUV bill passed by the Legislature, Assembly Bill 1493, turned out to be a no-brainer for Gov. Gray Davis, who signed it into law Monday. It would empower the state Air Resources Board to crack down on carbon dioxide and methane emissions for vehicles, supposedly to reduce greenhouse gases, which in turn supposedly would reduce global warming.</p>
