Reading some chatter on websites that the cap seems to have slowed the oil spill to a trickle since being reinstalled. To my surprise, the view is very different than before. Previously, the oil rising around the cap was a gusher and you couldn't see the cap unless BP put a fan in place so they could examine the equipment by blowing the oil cloud back. The Utah State Division of Oil, Gas and Mining is poised to approve up to 1,500 oil-drilling permits in 2005, setting a record for the second consecutive year.
