WATERBURY — A spokesman for the Department of Public Health confirmed Tuesday it is investigating the actions of Tammy Labrecque, a 42-year-old practical nurse accused of manhandling her quadriplegic patient. Labrecque was arrested earlier this month after a conservator for the estate of a 63-year-old paralyzed man supplied police with a video allegedly showing her abusing her former patient.
