And for the Obama White House, little seems to be going right, especially when it comes to timing. U.S. law enforcement officials are telling The Associated Press that the Navy contractor identified as the gunman in the mass shootings at the Washington Navy Yard had been suffering a host of serious mental issues, including paranoia and a sleep disorder. He also had been hearing voices in his head, the officials said.

Vice Adm. Bill French, the head of all Navy installations, said as of 8:30 p.m. that roughly 2,000 civilians remained at Navy Yard and that it could take until 11 p.m. or later to finish processing them off the base. In addition, French said that the number of wounded stands at 14. All are civilians, he said. Removal of the employees was painfully slow, because the FBI is still interviewing every person leaving the base out of concern that a second suspect may still be at large. Updated at 3:40 p.m. EDT: Officials stated that the Washington Navy Yard shooter who died after Monday's rampage has been identified as Aaron Alexis, 34, from Texas.

WASHINGTON (AP) — D.C. police and the FBI say there's a report of a shooter inside a military building at the Washington Navy Yard. Police are responding to reports of shots fired, and an FBI spokeswoman says there's at least one victim.

After briefly addressing the tragic Navy Yard shootings, President Obama delivered a sharply partisan message to Republicans on Monday, while two individuals connected with the attack were still at large in Washington, D.C. During CNN's live coverage of Monday's shooting at the Washington Navy Yard, anchor Carol Costello asked when the last time was that a gunman wreaked "havoc at a U.S. military facility." In 2009, a jihadist killed 13 in a mass-shooting at Fort Hood in Texas. "I used to work in Washington, live in Washington. This seems so unusual to me that a gunman could create this kind of havoc at a U.S. military facility," Costello stated. "Have you ever heard of it happening before, Brian?" she asked correspondent Brian Todd, reporting live from the vicinity of the shooting.
