The Obama administration said Thursday that its top health official will "exercise her discretion" in enforcing a new health-law requirement, a move that could prevent McDonald's Corp. and other employers from disrupting their health-care policies for hourly workers. WASHINGTON—House and Senate negotiators are aiming to strike an agreement by Friday on most issues related to the health care system overhaul, House Ways and Means Committee Chairman Charles Rangel (D., N.Y.) said Thursday. "Friday, that's the goal," Mr. Rangel told reporters outside of a conference of House Democrats.
