The Minnesota Board of Peace Officer Standard and Training on Thursday voted down a proposal by Gov. Mark Dayton to name a training fund in honor of Philando Castile. The board vote came just before 11 a.m. Thursday. The family of Philando Castile has shared a copy of his permit to carry letter with Fox 9. The permit was issued by Hennepin County on June 4, 2015.
