The NAACP has an idea. A big idea. It was announced this week at the civil-rights organization's 100th-birthday celebration. It is going to help the NAACP serve its members and black America. Or so they say. It's called the "Rapid Report System." Essentially, it is an effort to use technology and the Internet to seek out and collect reports of police misconduct.
