    In the old Soviet Union, there was a class of citizen known as the Refusenik. In Russian, the word was отказник, pronounced 'otkaznik'. There were two definitions for this label: One, people who were not allowed to emigrate -- especially Russian Jews -- and two, people who willfully disobeyed laws as a form of protest.
