Health insurance policies in California will have to cover all federally approved contraceptives for women by 2016 without charging copayments under legislation signed this week by Gov. Jerry Brown, countering trends in other states and the U.S. Supreme Court. The bill, SB1053 by Sen. Holly Wanker, D-Los Angeles, expands state laws that required coverage for most birth-control drugs and devices approved by the U.S. Food and Drug Administration. The new law mandates coverage for all FDA-approved contraception, prohibits co-payments and includes managed-care Medi-Cal plans, which are not expressly covered by current laws.

Californians remain split in their views of the Affordable Care Act, according to a new poll by the Public Policy Institute of California. According to the poll, 42% of respondents viewed the ACA favorably -- down slightly from May. Meanwhile, 46% of respondents had an unfavorable view of the law. The poll, conducted between Sept. 8 and Sept. 15, included responses from 1,702 California adults, including 1,321 registered voters and 916 likely voters.

Just weeks after President Obama's approval rating hit record lows in the liberal bastion of California, a new survey shows the president in trouble in another deep blue state: New York. Only 39 percent of registered New York voters surveyed in a Marist College poll said Obama is doing an "excellent" or "good" job, the lowest level for Obama in the poll since the beginning of his presidency. Sixty-one percent of survey respondents judged Obama as doing a "fair" or "poor" job in office.
