They have implemented reforms based on IMF recommendations. They have implemented reforms based on EU recommendations. 2) Tillis: We know what's happening on the ground..I believe that by and large, the money is being well spent. And if we fail to support Ukraine, we will spend a lot more and regret this moment in history when we walk away from it.
