    The number of Americans seeking first-time unemployment benefits rose slightly last week, but remained consistent with an economy steadily adding jobs. Initial jobless claims, a proxy for layoffs across the U.S. economy, increased by 1,000 to a seasonally adjusted 295,000 in the week ended April 18, the Labor Department said Thursday. Economists surveyed by The Wall Street Journal expected 290,000 claims. Claims for the prior week were not revised. But when employers were asked, they said they had only 129.8 million on nonfarm payrolls.</p> <p>There are several reasons why the number of people on business payrolls is bound to undercount the number of workers. If more people are working at home as self-employed consultants, or working through temp agencies, they would not show up as payroll employees. And "nonfarm payrolls" ignores the fact that agriculture added 155,000 workers in August.
