COLUMBIA SC - Blacks and whites in South Carolina increasingly are living in the same neighborhoods, making it more difficult to carve out black-majority districts to comply with the federal Voting Rights Act of 1965, according to the three judges who redrew legislative district lines based on the 2000 Census.
