Ron Johnson, R-Wis., argues. Heather Fong advocated San Francisco's "sanctuary city" policy of non-cooperation with federal immigration officials, Johnson said in a letter Monday to U.S. Customs and Border Protection Commissioner R. Gil Kerlikowske.
