It doesn't matter if it was 26 cents. It was clearly unethical conduct by both Williams and whoever approved it on the administration side.

Oh no. The ethical question and would you believe it is targeted at the Republicans. When was the "ethical" question ever posed at the demorats?

And personally, I do not think that this situation is really an ethical situation anyway. How much literature is published by government in support of their programs and at a cost of millions of dollars? What's the difference between contracting out your propaganda or distributing it yourself? I don't see a difference. Neither do I. Sounds like much ado about nothing.
