Per the instructions, one of these documents is necessary:
CA ID card
CA drivers licence
passport
birth certificate
The birth certificate is the key to getting the other three documents.
If somebody is old enough to have no living older relatives that can vouch for their age
and
was born at home
Then they will not have even a birth certificate- at most they will have a baptism certificate.
There was a time when that was sufficient to prove age, and the person could open bank accounts and get driving licences et cetera.
I know from experience, my mother in law was bornthe on 1916 and pre-dated these new requirements and due to ill health and reclusiveness didn’t keep up with the changes.
We had no end of trouble when she had go move across country and establish bank accounts and rent an apartment.
All she ever had was the baptism certificate.
