Cronyism by those who are competent and accountable can be a good thing. Hiring from a pool of unknown candidates is expensive and risky. Hiring from a pool of candidates you know can be efficient and reliable.
“Regression toward the mean.” is the underlying principle.
Obviously politicians don’t qualify as competent or accountable. A manager in a factory, on the other hand, might hire new workers who are friends and relatives of current employees, with great success.
