That’s the problem with criminalizing belief, even the slightest accident or misspeak, even about the truth, could make you a criminal, sort of like when Muslims punished a mentally-challenged Pakistani Christian girl who was only 11 years old, just for thinking it wrong that she couldn’t show her religion’s beliefs and/or symbols. If it's really a phobia, then it's not a voluntary choice, and you can't criminalize it any more than you could criminalize being claustrophobic.
