Plausible answer.

Program is coded with a default function or answer. The name “Bush” being first in the list of candidates in the alphanumeric order gets the nod.

Quite likely.

But still very bad programming, with the addition of very bad testing/quality control.

The proper default function is NULL.

But incompetent or dishonest people could just do the alphanumeric order thing. Works out nicely, eh?
