And more importantly, Locke's Second Treatise is the basis for our government design, with a House where all legislation concerning money begins, a Senate which acts as a check on the House, an executive that goes one step beyond Locke (he didn't mind having a monarch there)that is to administer the laws, and a judiciary to ensure that negative rights (life, liberty, property) are not trampled upon.
