We send checks to people here for children they claim exist and live in Mexico.

Are these payments being made to convince undesirable people to go away? That would be a very easy system to scam.
Go away, then come back, for another ‘Get Lost!’ check.

Or are these payments made as though these immigrants have become ‘wards of the state’ for the rest of their lives, no matter where they should live, so long as the ‘wards’ keep saying they are destitute and helpless?

“Millions” in this article means millions of Swedish Krona.

The article appears to have been translated by a computer.

If I understand correctly, the people who receive this money are the Swedish resident immigrant parents of children who have returned to their home country to attend school.

If I understand correctly, the immigrant parents who stay in Sweden receive the full welfare payments for their children, who are, allegedly, back in their home country attending school.

The welfare agency did a survey of the 22,000 such cases, and computed the average payment (I assume annually) to the Swedish resident immigrant parents was $26,400!
