That might be the point — clarify it. Given the SCOTUS makeup it might fly.
If it flies, President Trump will go down as the greatest President since Lincoln (maybe since Washington).
The plain meaning of the 14th Amendment means that one must BOTH be born in United States AND be subject to the jurisdiction thereof.
This excludes illegal immigrants who are in defiance of U.S. jurisdiction and are citizens of a foreign power.

I don't think Lincoln was a great President. Much of our overbearing government in Washington DC can be directly traced to his grab of power. Also the nation certainly didn't need the 750,00-2 million dead from the civil war.
