In fact, Bill Clinton entered into a treaty in Ukraine to cooperate in criminal investigations which, of course, are conducted, in the US, by the Executive Branch.

If Trump had a quid pro quo deal regarding aid, it was perfectly within the spirit of this agreement and there are many examples of past presidents doing the same thing regarding aid. In fact, Trump has done it many times and there was no outcry, previously.
