He was put in charge of handling all of the tobacco rip off taxes in Kalifornia. Maybe he still is. All of those millions OR billions of dollars going through his office and somehow he is rich.
He does seem incredibly wealthy for a semi-good role in a 70s TV show and a few good director’s roles in the early 80s
