I watched a video of what he said. There was no distinction like that given by Cruz.

Bottom line. Cruz wants to run for the big chair again, and the man standing in his way is Trump. It was a smarmy hit on Trump and his supporters. It wasn’t accidental, it was a miscalculation as to what the massive blow back response would be. Typical Ted. His questioning the FBI is his desperate attempt at reconciling with the MAGA crowd.
