There is nothing I read that indicates he was disorderly inside the Capitol.
It is also not clear if he personally caused the disruption of Congressional activity.
I believe his conduct was improper, but not violative of the law cited in the articles I read.
I heard the 10 second clip. The audience had a rousing supportive response.
