The first thing the SpaceX Mars Colony is going to have to do is declare its independence. The more the U.S. and CCP make an enemy of SpaceX, the easier that will be.
Mars is another planet. It's not controlled by governments on earth. Plus the Chinese already landed a rover (Tianwen-1) on Mars. You cant keep them away from Mars.
