The states will have to do it themselves.
In Texas, it was announced we have a $32 Billion tax surplus; my thoughts would be finish the border wall in Texas, cut property taxes, secure the schools with it, and if any left over refund property tax payers some money, or maybe beef up the electric grid by building a couple of nuclear power plants etc.
That appears at the core of the issue so long as there is a Dem admin. It is as though "the patient is generally comfortable and has no complaints but is dying of cancer."
A resolution could start at the state level perhaps most effectively with enforcement of an eVerify program.
At the federal level an R House could continue with a daily soap opera impeachment proceeding that would give the voting public a factual look at the damage the nation experiences with no borders. That damage would be 50% of any public statement by the R's. (The another 25% could be about the policies of politicians who are in bed with the enemy.)
Anything else is just slow-walkin'.
