Mostly laziness. Although I can see that if you are trying to generate 10,000 votes or so, it might take a little bit more time to sign and date each ballot. And even more time to make all the signatures and dates different. The workers are on a pretty tight schedule. Good reasons to skip a few steps if they are not essential.
They aren't even trying very hard to disguise the vote fraud.
If “on time” means by election day, then this ruling makes sense. But if “on time” means up to 10 days after election day, or even two days later, then it’s terrible.
IMHO nothing should be counted that comes in after election day. People have plenty of time before election day to get ballots in, even mail-in ballots.

So, a candidate waits until the election totals are announced and then has their minions submit a sufficient number of undated mail-in ballots in the following days to win the election. Easy, Peasy!

Alberta’s Child understands one of the issues at hand - postmark date and can it be used to determine if the ballot can be counted.
mass55th makes at attempt and provides a citation to Bush v. Gore 531 U.S. 98 (2000) and it’s relevance to this Decision.

If the ballot envelopes are date and time stamped by county election officials at approximately the same moment they are received, she is correct. Does she not realize that county election officials in many parts of Pennsylvania cannot be trusted to do that, through incompetence or fraudulent intent, and that the legislature created the hand-written-accurate date requirement to limit ginning up sufficient votes to rig elections after the rest have been counted?

And based on most of the comments posted here, it looks like most folks on this thread have no idea how the Pennsylvania election process works.
"Cheaters can just dump a bunch of ballots with no dates on them after Election Day." ... Well, maybe. But that has nothing to do with whether the ballot envelopes have dates on them. If it were possible to do this, they already could have simply dumped a bunch of ballots WITH dates on them.
I'd also point out that I predicted this turn of events in the Federal courts more than a year ago when the initial lawsuit over the envelope dates was in the Pennsylvania courts. The legal argument from one GOP-controlled county election board about the necessity of having the dates on the envelopes was completely undermined when the judge in the original case pointed out that the election board had followed the letter of the law by rejecting ballots with no dates on the envelopes, while accepting ballots with clearly wrong dates on them (7/4/1776, 12/7/1941, etc.).
The judge made a simple point: "If the law doesn't even require an ACCURATE date to be posted on the envelope, then the date has no bearing on the validity of the ballot."

And small chance now with the current makeup of the PA legislature that the applicable laws will be updated.
And it was passed by a legislature that was controlled by Republicans at the time. They even had this loser Mastriano running for governor in 2022 claiming he was going to "fix" the law -- which he himself had voted for.
