Seem unconstitutional on its face.

Having to post any sort of bond before you can appeal is dangerously close to having to buy justice.................

Surety Bond limits on the Insurance and Surety firms issuing them are real. They don’t come about due to the worth or “net-quick” of the entity whose performance is being guaranteed but come from Treasury limits for the health of the surety firms themselves.

For example there is no such thing as a single billion dollar bond. Doesn’t exist and can’t be written.
