I doubt DEI had anything to do with it. Singapore owned or leased, with probably an international crew, that has to work, and be competent.

I’d reserve judgement on that for a bit. Going into and out of the harbor (and bay) ships are controlled by local “Pilots”.

At the time of the egregious error, 2 American pilots controlled the ship.
But wouldn’t the ship be required to take on an American pilot captain? I think that is the way it works.
