It passed but if the the senate doesn’t take it up for a vote, or does and doesn’t get the number to pass it, or does get the number to pass but Pres. Biden doesn’t sign it...
then
things stay the same...ergo, non-citizens continue to be counted.
If I’m the senate and I’m the RATs, I’d pass it knowing that Pres. Biden won’t sign it.
