Yes. But the key phrase there is “breaking the law”. If you broke the law, you must show ID. If you have been lawfully arrested, you must show ID. I don’t think a single person here would disagree with that.
But just acting “suspicious” is not breaking the law. It is not grounds for detaining someone, or demanding ID. That’s why the 4A is so important. It keeps us from devolving into a “Papers, please.” police state.
