VB is hardly a ‘low-level’ language. Writing the code in notepad then running it through a compiler and the subsequent steps of producing computer output is programming in a low-level language. A low-level language requires the programmer to be responsible for such items as the stack, registers, memory management, etc.
Really low-level programming of course is using the switches on the front panel of the computer to load in the instructions a step at a time!
