This in turn, cause an increase in the seabed temperature. Since the mantel is thinnest in the polar regions (Dr. Leaon Garaiboski, U of Moscow, 1923-1969; "The Influences of Variable Mantel Thicknesses on Magma Concentrations, pgs 577 - 624), magma is more likely to surface in these newly warmed areas. Unless something to reverse this trend, drilling in arctic regions is likely to give us more volcanos than oil.

This is odd, I Googled the thinning ice and UV line first and nothing close; I then Googled the title of the pub you posted and nothing matched; next I Googled the author and Googled questioned the spelling.
