The significant thing is that “57”is the word that attaches to “states” in his mind. They just naturally go together. Just a coincidence.

I don't think he believes there are 60 states. Listening to the audio, I think that by the time he computed the number of states, he'd forgotten that his previous word was "fifty" instead of "forty".
