I am not a rocket scientist, but I did stay at a holiday inn experss once, so:
a satellite is launched and 9 months late it discovers that the atmosphere boundary layer is lowest it has ever been in history? That is some satellite!!!
Do I see chicken little writing this article?

Maybe the other measurements were wrong, or this satellite has a faulty sensor? The big question is, if outer space is closer, will this lower launch costs?
