Finding water ice on the moon would be key to exploring the rest of the solar system.

Only if you mean MANNED exploration. We already explore the rest of the solar system, thanks. Moreover, just what in the world is a “lunar spycraft”?

Reverse osmosis has been used for a long time to help hydrate the astronuats so this isn’t THE KEY. But it is always fun to watch folks run around and explain

Ice evaporates in my freezer, why would it remain on the moon, where the Atm pressure is essentially non existant?

There are some HUGH lava tubes on Luna which should have accumulated volatiles (water) from comet impacts.
