And the point here is... you can not keep your stuff if you do not have a strong army. Like the how it was laid out.

If I read that a dozen times, I might come to know all the players. Interesting stuff, though.

“...the eunuch-dominated civil service maintained its stranglehold on the Empire and systematically starved the army of funds, equipment and manpower...”

I am not familiar of the role of eunuchs in Byzantium, but in China, eunuchs were also widely present in the affairs of state, particularly in the more “recent” Ming and Qing Dynasties. They were generally considered a malign and corrupting influence - the weaker the empire became, the more prevalent they were.

Dyrrakhion (Roman Dyrrachium, Italian Durazzo, Albanian Durres), also known as Epidamnos, was at the western end of the Roman Via Egnatia in what is now Albania. Zara is the Italian name for Zadar in Croatia. The Venetians recaptured it from the Hungarians with the help of the Crusaders.

Ammianus Marcellinus (late 4th century A.D.) mentions one eunuch in the imperial administration who was a good man--but says some readers are never going to believe him that a eunuch could be a good man. Evidently their reputation was pretty bad.
