Since water seeks to level I'm going way out on a limb here and saying the NC is sinking.

Fascinating...just the North Carolina sea levels are rising! Its been a long time since I studied elementary physics but doesn't water seek its own level?
I would take it to mean that the water level would be rising along the entire eastern seaboard if not around the entire globe..
