I think it may be some kind of astronomical device. The "case" I found it in had the inscription: "When the moon is in the seventh house, and Jupiter aligns with Mars..."

That appears to be a target that I used just once, about 40 years ago.
It won’t be useful for another couple of centuries yet. :’)
It was the object of veneration of a cargo cult that would worship it by watching it spin on a disk while in a drug induced trance. Often accompanied by sexual abandon.
