The continuation of the article says 30,000 years ago, not 3,000. It also goes on to say that until 2 million years ago homo sapiens and Neanderthal brains were nearly identical. Since neither homo group was around 2 millions years ago, I guess you could say that is true. The wording about going extinct 28,000 years ago is rather ambiguous as well.
