The question of UFOs and ancient astronauts... This is the reason for probes to the near stars. To make a long story very short, there was a space-faring civilization in our own system prior to a very recent series of catastrophic events from which those people would have had no way of knowing whether anything in this system would have remained habitable at all. They almost certainly would have tried to escape out to the near stars. Artifacts of that endeavor are in fact found in our system.

Taking a long-term look at our possible future, the creation of an infrastructure that can mine the atmosphere of a gas giant would have to make financial sense in terms of energy production at home while serving as a testbed for the technologies that would push much deeper into space.I guess when gasoline reaches $23K/gal, it will be time to try to reap energy from other planets. The, the EPPA (Extraterrestrial Planet Protection Agency) will rear it's ugly head and designate the whole system off limits due to some microbe that may or may not have been detected.
