Assuming there is a solar constant, a rise or conversely a fall, would mean there is not a solar constant but a variable.

Assuming there is a solar constant, a rise or conversely a fall, would mean there is not a solar constant but a variable.The variation in solar irradiance is small and the term "solar constant" originated before the time that the small variations in solar irradiance were measurable.
Yes, perhaps it should no longer be referred to as a "solar constant".
