The Halloween Massacre under Carter/Turner was the end of the CIA. A lot of people know that a great many experienced people were fired then but haven't read enough to realize that four or five times as many people who weren't officially on the CIA payroll vanished into thin air at the same time.

Whether they were fired, left because no one they could trust was still in place, or vanished because those who were fired were the only link to them, is a matter of some debate. I'd say a mixture of the three but then, what do I know?
