If I were Kim, I might be a bit more worried about the military suddenly turning on him, offing him with an AA gun and seizing control.
The general populace doesn’t seem to be that much of a threat - no guns, no real organized opposition, etc.
Even Caligula’s Praetorian Guard got tired of him eventually............
