They were told to back off and wait for SWAT - who was on the way up.
They had 5 floors to clear.
The guy may have killed himself after first contact with police...
No cameras found in hallway, so that (and so much else) is so much internet BS.
Having the full story can often times remove the mystery you voiced. Patience and minimal research helps....
My point is, if he’s still firing on the crowd, you blow the door down and machine-gun him. You don’t protect people who are not in imminent danger at the expense of others who are. And stop patronizing—I’m asking for answers, not assigning blame.
Or it allows the powers-that-be the time to circle the wagons. (E.g. See the early reporting about Vince Foster.)

Why would they need to clear any other floors? They knew where he was.
