I think it’s pretty hard to test alloy content/chemical analysis after production.

Tensile and yield strength testing is relatively easy, but involved. You should be able to trust your supplier.

Seems like somebody has to being paid off at ASTM testing labs or giving them non representative samples to test... milspec even tighter...

For reinforcing steel on schools and hospitals it’s 1-2 bar sample for every 20,000 lb, every 5,000 if it’s sampled at the jobsite and/or you don’t have the mill certifications.
