If it's a criminal enterprise the ports would be friendly to CF or anybody else willing to pay.
Contrary to the popular image of Haitians, (based on the current Haitian communities in the US), there are a lot of french blooded very very pretty boys and girls, quadroons, octaroons, etc. that can be found in the mix of castes. I presume this is the sub population this enterprise was focusing on.
