Isn’t it true that initially, right after Founding, the government’s sole source of income WAS tariffs? Not 100% sure about that, but that factoid is rattling around in the BHG (Brain Housing Group).

Yes, no standing army to support, congress met for only a few months in the winter after the harvest and before spring planting, congressional expenses were merely per diem payments. LIMITED government!

That is my recollection as well. History is not my strong suit, so I’m willing to be corrected on that.
What I am POSITIVE of, however, was that there was ZERO income tax until the early 20th century and that it was touted as a “temporary” tax.
IIRC, it was supposed to be for the purpose of WWI and that it was only a tax on “the rich”.
